The basic or the initial licence is called a PPL - Private Pilots Licence. This licence entitles the holder to exercise privileges as pilot in command of an aircraft which he is rated on (this basically means you can fly an aircraft for your personal use by yourself). The minimum age should be 17 years to hold a PPL.  To obtain a Private Pilot License you should have to follow 3 steps: Firstly: Class 2 medical fitness, which can be done at a medical centre approved by CAA or DGCA.  Secondly: You should under go a short ground school program and sit for the CAA / DGCA technical exams (mostly this will be a computer based MCQ type exam - covering 6 subjects). Thirdly:  You need to complete a minimum of 40 hours of flying. Whereas, 10 hours should be solo flying (Flying the aircraft all alone). And the rest of the 30 hours can be dual. Seems to me that an airport with a circular runway could shorten taxi time in getting aircraft more quickly to a central terminal. But in bringing approaching aircraft into position to use the circular runway or for departures I would imagine that the workload for ATC would increase quite a bit.  Also with the larger sized and increased weight of today's larger aircraft the side-loads on high speed circular travel, both on takeoffs and landings, would cause stress problems with the landing gear. How would runway positions for takeoff be assigned? I guess parallel operation would mean touchdown at a 9 o'clock position and takeoffs would be at 3 o'clock position simultaneously!  Most likely such a system would only work if it was fully automated under the supervision of very capable computers since it boggles the mind to think how traffic patterns, takeoffs and landings could be regulated by human ATC personnel and complied with by the average human pilot. Given the growing congestion of our nation's airspace any possible solution to the issue should be at least considered. If it is found that circular runway airports can improve efficiency and maintain safety as advertised I would be prepared to support the idea. However, from my own experience gained from operating out of smaller municipal airports, which in some cases have adversarial relationships with their host communities due to aircraft noise and use of land, one might expect that the most difficult portion of implementing newer more innovative airport design would be securing the property to construct them.
